LOKMAN HEKİM UNIVERSITY CENTRE FOR THE TREATMENT AND RESEARCH OF LIP, PALATE CLEFT AND RELATED ANOMALIES REGULATIONS
CHAPTER ONE
Purpose, Scope, Legal Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to establish the procedures and principles regarding the purpose, scope of activities, administrative bodies, duties of administrative bodies, and working methods of the Lokman Hekim University Centre for the Treatment, Application, and Research of Cleft Lip, Palate, and Related Anomalies.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions regarding the purpose, scope of activities, administrative bodies, duties of administrative bodies, and working procedures of the Lokman Hekim University Centre for the Treatment, Application, and Research of Cleft Lip and Palate and Related Anomalies.
Legal
ARTICLE 3 – (1) This Regulation has been prepared in accordance with Article 7(1)(d)(2) and Article 14 of the Higher Education Law No. 2547 dated 4 November 1981.
Definitions
ARTICLE 4 – (1) The terms used in this Regulation shall have the following meanings:
a) Advisory Board: The Advisory Board of the Centre,
b) Centre: The Lokman Hekim University Centre for the Treatment, Application, and Research of Cleft Lip and Palate and Related Anomalies,
c) Director: The Director of the Centre,
ç) Board of Trustees Chairman: The Chairman of the Board of Trustees of Lokman Hekim University,
d) Rector: The Rector of Lokman Hekim University,
e) University: Lokman Hekim University,
f) Management Board: The Management Board of the Centre, shall mean.
SECOND PART
Purpose and Scope of Activities of the Centre
Purpose of the Centre
ARTICLE 5 – (1) The purpose of the Centre is to conduct diagnosis and treatment related to cleft lip, palate, and associated anomalies, both domestically and internationally, in collaboration with the relevant departments, divisions, and other related institutions of the University; to support research and researchers; to organise scientific studies and projects; to engage in scientific education activities; and to provide counselling services to patients and their families.
The Centre's areas of activity
ARTICLE 6 – (1) The Centre's areas of activity are as follows:
a) To facilitate the participation of the University's relevant academic units in education, teaching, research and development activities in interdisciplinary research and application areas aimed at developing treatment methods for patients with cleft lip, palate and related anomalies.
b) Performing pre-surgical treatments for newborns and infants with cleft lip, palate, and related anomalies using passive and/or dynamic plates and shaping devices.
c) Providing all necessary surgical treatments for patients with cleft lip, palate, and related anomalies from birth until adulthood.
ç) To carry out the necessary work to ensure the speech development of patients with cleft lip, palate and related anomalies.
d) To regularly perform hearing examinations on patients with cleft lip, palate and related anomalies.
e) To perform psychosocial assessments of patients with cleft lip, palate and related anomalies.
f) To perform orthodontic treatment for children and adults with cleft lip, palate, and related anomalies.
g) To perform restorative and dental treatment for patients with cleft lip, palate, and related anomalies.
ğ) To conduct national and international scientific research and projects.
h) To collaborate with public and private health institutions and related associations.
ı) Organising events such as courses, congresses, conferences, and symposiums at all levels, and supporting scientific publications.
i) Informing the public about patients with cleft lip and palate, raising awareness about these patients, and providing effective use of press and media outlets to offer counselling and information services at institutional and mass levels.
j) To hold regular meetings with patients with cleft lip and palate and their families to provide information about the processes.
THIRD PART
Management Bodies and Duties of the Centre
Management Bodies of the Centre
ARTICLE 7 – (1) The management bodies of the Centre are as follows:
a) Director.
b) Management Board.
c) Advisory Board.
Director
ARTICLE 8 – (1) The Director is appointed by the Rector from among the University faculty members related to the Centre's areas of activity for a term of three years. The Director may be reappointed upon the expiration of their term.
(2) To assist the Director in his/her duties, two persons from among the teaching staff of the University who are engaged in the Centre's fields of activity are appointed as Deputy Directors by the Rector upon the recommendation of the Director. The Rector may replace the Deputy Directors in the same manner when necessary.
(3) When the Director is absent, he/she appoints one of his/her deputies as his/her proxy. If the acting position lasts for more than six months, a new Director shall be appointed. When the Director's term of office ends, the terms of office of the assistants shall also end.
(4) The Director shall be responsible to the Rector for the regular conduct of the Centre's activities in accordance with its objectives, for the supervision and control of all the Centre's activities, and for taking the necessary measures in these matters.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) To represent the Centre, to chair the Management Board and the Advisory Board.
b) To make the necessary appointments for the work of the Centre.
c) To submit a report on the general status and operation of the Centre at the end of each academic year and when requested, after obtaining the opinion of the Management Board, to the Rector.
Management Board
ARTICLE 10 – (1) The Management Board consists of five members: the Director as chairperson, two deputy directors, and two members appointed by the Rector from among university faculty members specialising in the Centre's fields of activity for a three-year term. Members whose term has expired may be reappointed. In the event of a member's resignation for any reason, a new member shall be appointed in the same manner to complete the remaining term.
(2) The Management Board convenes regularly four times a year in accordance with the agenda determined by the Director and notified to the members in advance, and may convene extraordinarily upon the Director's call when necessary. Decisions are made by a simple majority of the members present.
Duties of the Management Board
ARTICLE 11 – (1) The duties of the Management Board are as follows:
a) To determine the principles regarding the Centre's education, teaching, scientific research, consultancy, and publication activities and matters related to these activities.
b) To ensure the preparation and implementation of plans and programmes related to the Centre's activities.
c) To prepare the Centre's investment and plan proposal and submit it to the Rector for approval. ç) To evaluate and decide on the requests of the Centre's personnel regarding education, application, research, consultancy, and publication.
d) To establish temporary working groups related to the Centre's activities when necessary and regulate their duties.

e) To determine the basic principles, rules and procedures for joint activities to be carried out with public institutions and private organisations within the country and abroad.
f) To evaluate the opinions and suggestions of the Advisory Board and make decisions.
g) Evaluate and decide on matters related to the management of the Centre brought forward by the Director.
Advisory Board
ARTICLE 12 – (1) The Advisory Board consists of six members in total, including the Director as the chairperson, five members appointed by the Rector for a three-year term upon the recommendation of the Management Board from among the teaching staff of the University or other universities with experience in the Centre's fields of activity, and experts from relevant institutions and organisations upon their request. In the event of a vacancy for any reason, a new member is appointed in the same manner to complete the remaining term. A member whose term has expired may be reappointed.
(2) The Advisory Board convenes at least twice a year upon the Director's invitation, with the majority of its members present.
Duties of the Advisory Board
ARTICLE 13 - (1) The duties of the Advisory Board are to make evaluations on matters required by the Management Board regarding the activities of the Centre and to provide consultative opinions and recommendations.
FOURTH SECTION
Miscellaneous and Final Provisions
Personnel Requirements
ARTICLE 14 – (1) The Centre's academic, technical, and administrative personnel needs are met by personnel appointed by the Rector in accordance with Article 13 of Law No. 2547.
Authorised Spender
ARTICLE 15 – (1) The authorised spender of the Centre is the Chairman of the Board of Trustees. The Chairman of the Board of Trustees may delegate this authority to the Rector or the Director.
Matters Not Covered
ARTICLE 16 – (1) In cases not covered by this Regulation, the relevant provisions of other legislation and Senate decisions shall apply.
Entry into Force
ARTICLE 17 – (1) This Regulation shall enter into force on the date of its publication.
Implementation
ARTICLE 18 – (1) The provisions of this Regulation shall be implemented by the Rector of Lokman Hekim University.
