 FIRST SECTION
Purpose, Scope, Legal Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to establish the procedures and principles regarding the purpose, scope of activities, administrative bodies, duties of administrative bodies, and working methods of the Lokman Hekim University Language Teaching Application and Research Centre.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions regarding the purpose, scope of activities, administrative bodies, duties of administrative bodies, and working procedures of the Language Teaching Application and Research Centre of Lokman Hekim University.
Legal
ARTICLE 3 – (1) This Regulation has been prepared in accordance with the provisions of Article 7, paragraph 1, subparagraph (d), item (2), and Article 14 of the Higher Education Law No. 2547 dated 4 November 1981.
Definitions
ARTICLE 4 – (1) The terms used in this Regulation shall have the following meanings:
a)      Centre: Lokman Hekim University Language Teaching Application and Research Centre,
b)      Director: Director of the Centre,
c)       Rector: Rector of Lokman Hekim University, ç) University: Lokman Hekim University,
d)      Management Board: Management Board of the Centre, shall mean.
SECOND PART
Purpose and Scope of Activities of the Centre
Purpose of the Centre
ARTICLE 5 – (1) The purpose of the Centre is to teach Turkish and foreign languages within and outside Turkey, and to promote Turkey and Turkish culture by establishing units within and outside Turkey in accordance with the relevant legislation.
Scope of Activities of the Centre
ARTICLE 6 – (1) The scope of activities of the Centre includes the following:
a) To conduct studies with relevant public institutions and organisations within the framework of national and international bilateral agreements on the teaching of Turkish and foreign languages, and to engage in joint education, training, research, application, and publication activities.
b) To organise courses for teaching staff and teachers assigned by relevant public institutions and organisations to teach Turkish and foreign languages within the country and abroad, provide them with internships, and prepare informative and guiding publications about the countries where they will be assigned.
c) To conduct research and applications on Turkish and foreign language teaching methods, prepare materials, support ongoing work, and organise trips to promote Turkey and Turkish culture in the best possible way.
ç) To conduct comparative studies between the teaching of Turkish and other languages in order to make Turkish language teaching more effective.
d) Organising language exams and language proficiency exams within Turkey and abroad.
e) Opening social and culturally supported courses aimed at improving the foreign language skills or Turkish language skills such as diction and reading of primary, secondary and university students.
f) Organising in-service courses and certificate programmes in the field of Turkish and other language teaching within the country and abroad.
THIRD SECTION
Management Bodies and Duties of the Centre Management Bodies of the Centre
ARTICLE 7 – (1) The management bodies of the Centre are as follows:
a) Director.
b) Management Board.
Director and Duties
ARTICLE 8 – (1) The Director is appointed by the Rector from among the University faculty members engaged in activities related to the Centre's field of activity for a term of three years. The Director may be reappointed upon the expiration of their term. The Director is responsible to the Rector for the supervision and control of the Centre's activities.
(2) The Director submits to the Rector for approval the names of up to three faculty members from the University to serve as Deputy Directors to assist him/her in his/her duties. The Rector may replace the Deputy Directors as necessary in the same manner.
(3) In his/her absence, the Director designates one of the Deputy Directors as his/her proxy. If the acting position lasts for more than six months, a new Director shall be appointed. When the Director's term of office ends, the term of office of the deputy director shall also end automatically.
(4) The duties of the Director are as follows:
a) To represent the Centre and ensure that its activities are carried out in an orderly and effective manner.
b) To convene the Management Board, determine the agenda of these meetings, implement the decisions of the Management Board, and chair the meetings.
c) To submit a report on the general status and operation of the Centre to the Rector, after obtaining the approval of the Management Board, at the end of each academic year and when requested.
Management Board and its duties
ARTICLE 9 – (1) The Management Board consists of a maximum of seven members, including the Director, the Deputy Directors, and three members appointed by the Rector for a three-year term from among university faculty members engaged in activities related to the Centre's field of activity, upon the recommendation of the Director. Members whose term of office has expired may be reappointed. In the event of a member's resignation for any reason, a new member is appointed in the same manner to complete the remaining term.
(2) The Board of Directors convenes at least once a month for regular meetings and, when necessary, for extraordinary meetings upon the Director's call, with a simple majority of members present. Decisions are made by a majority vote of those present. In case of a tie, the Director's vote prevails.
(3) The duties of the Management Board are as follows:
a) To make decisions on matters related to the activities and management of the Centre.
b) To review the Director's proposals regarding the identification and appointment of personnel to be assigned to the Centre and to decide on their submission to the Rector.
c) To approve the Centre's annual work plan and annual activity report.
ç) To evaluate and decide on the requests of the Centre's personnel regarding training, application, research, consultancy and publication, and to decide on the organisation of in-service training programmes.
d) To determine the principles regarding the establishment and operation of the Centre's units and to submit them to the University Management Board for approval.
e) To determine the procedures and principles regarding the establishment and closure of units affiliated with the Centre, to decide on making recommendations to the Rector in this regard, to establish temporary working groups when necessary, and to determine the principles and procedures for joint studies to be conducted with public and private institutions within the country and abroad.
f) Evaluating and deciding on matters related to the management of the Centre brought forward by the Director.
FOURTH SECTION
Miscellaneous and Final Provisions
Publication working groups and their duties
ARTICLE 10 – (1) Working groups are established at the Centre to carry out educational and teaching activities in Turkish and other languages taught at the Centre, in accordance with the number of students and the variety of languages to be taught. The principles governing the establishment of these groups are determined by the Management Board.
(2) Group coordinators are appointed by the Management Board for a three-year term, upon the recommendation of the Director, from among the teaching staff assigned to the Centre for the relevant language or languages. Group coordinators whose term has expired may be reappointed in the same manner. A group coordinator may appoint two assistants from among the teaching staff in their group, with the approval of the Director, to assist them for a three-year term.
(3) The duties of group supervisors are as follows:
a) Planning education and training related to their group, organising and monitoring scientific studies.
b) Informing teaching staff about developments, guiding and assigning them, determining technical principles related to education and training, and monitoring their implementation.
c) To carry out joint work with the centre units, to participate in the preparation of teaching materials, and to organise and carry out in-service training activities.
ç) To supervise the education and training activities of their own group and to monitor the performance of teaching staff.
(4) Group supervisors are responsible to the Director for the planning and implementation of these activities.
Personnel requirements
ARTICLE 11 – (1) The academic, technical, and administrative personnel needs of the Centre shall be met by personnel appointed by the Rector in accordance with Article 13 of Law No. 2547.
Matters not covered
ARTICLE 12 – (1) In cases not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation shall apply.
Entry into force
ARTICLE 13 – (1) This Regulation enters into force on the date of its publication.
Implementation
ARTICLE 14 – (1) The provisions of this Regulation are implemented by the Rector of Lokman Hekim University.
