Duties, Authorities and Responsibilities
Dean
Appointment
The dean, who serves as the representative of the faculty and its affiliated units, is appointed through the standard procedure for a term of three years by the Council of Higher Education (YÖK) from among three professors nominated by the rector, either from within or outside the university. A dean whose term has ended may be reappointed.
To assist in carrying out their duties, the dean may appoint up to two vice deans from among the full-time faculty members of the faculty. Vice deans are appointed by the dean for a maximum term of three years and may be replaced when necessary. When the dean’s term ends, the terms of the vice deans also end.
If the dean is not present, one of the vice deans acts as deputy. If the period of deputizing exceeds six months, a new dean is appointed.
Duties, Powers, and Responsibilities
- Presiding over faculty boards, implementing their decisions, and ensuring orderly coordination among faculty units,
- Submitting a report to the rector at the end of each academic year, and when requested, regarding the general state and functioning of the faculty,
- Reporting the faculty’s budgetary and staffing needs to the rectorate with justifications, and submitting budget proposals to the rectorate after obtaining the opinion of the faculty administrative board,
- Exercising general oversight and supervision over all units and personnel of the faculty,
- Carrying out other duties assigned by laws and regulations.
The dean is primarily responsible to the rector for ensuring that the teaching capacity of the faculty and its affiliated units is used and developed effectively and efficiently; for taking necessary security measures when required; for providing necessary student support services; and for ensuring the orderly execution of education and training activities as well as scientific research and publication processes. The dean is also responsible for supervising, monitoring, controlling, and finalizing all related activities.
Faculty Board
Formation and Functioning
The faculty board consists of the dean as chair; the heads of the departments affiliated with the faculty; if applicable, the directors of institutes and schools affiliated with the faculty; in addition to three professors elected by the professors of the faculty, two associate professors elected by the associate professors, and one faculty member elected by the doctoral-level teaching staff, all for a three-year term.
The faculty board holds regular meetings at the beginning and end of each semester. The dean may convene the board whenever deemed necessary.
Duties
- Determining the principles of the faculty’s education, training, scientific research, and publication activities; and adopting the related plans, programs, and academic calendar,
- Electing members to the faculty administrative board,
- Performing other duties assigned by laws and regulations.
Faculty Administrative Board
Formation and Functioning
The faculty administrative board consists of the dean as chair; three professors, two associate professors, and one doctoral-level faculty member elected by the faculty board for a three-year term.
The administrative board convenes upon the dean’s call. When necessary, it may establish temporary working groups or academic coordination units and regulate their duties.
Duties
- Assisting the dean in implementing the principles determined by the faculty board,
- Ensuring the execution of the faculty’s education and training plans, programs, and academic calendar,
- Preparing the faculty’s investment, program, and budget proposals,
- Making decisions on all matters submitted by the dean regarding faculty administration,
- Making decisions concerning student admissions, credit transfers, dismissals, and all procedures related to education, training, and examinations,
- Performing other duties assigned by laws and regulations.
